And add to it that decisions are made by over-burdened “broad” committees with almost random final decisions, as I have heard from many committee members that admit it themselves.
Tossing a coin is not only statistically equally reliable, it is even more academic-friendly as it will even save many of those progressive proposals that are self-censored by their authors who are ironically afraid to be judged as “too ambitious” or “too risky” proposals. Several people has suggested already that a lottery is an equally good if not a better way of distributing limited research funds but there is not enough courage in the administrators to admit that, and the “elite” scientists will certainly block it.
